DRAFT COMPREHENSIVE PLAN: Chapters 1-6 Chapters 7-12
Background:
The Village of Montgomery Comprehensive Plan was written in 1965. Since that time, the Village has experienced considerable growth and there have been many changes that were not anticipated in the 1965 Comprehensive Plan. The Village Board feels that a new Comprehensive Plan is necessary to guide future development and/or redevelopment in the Village in a manner that preserves the historic character of the Village for future generations. The new Comprehensive Plan will address such issues as natural resource protection; parkland and open space; main street revitalization; economic development; and historic preservation. It will also form the basis for future land use regulations and subsequent zoning revisions that may be necessary to implement the recommendations contained within the Comprehensive Plan. The development of the new Comprehensive Plan will include a strong public participation process and is an opportunity for the entire community to come together to create a set of land use policies to guide growth and redevelopment within the Village of Montgomery.

Comprehensive Plan Committee:
The Village Board appointed a nine member Comprehensive Plan Committee in November of 2006 to prepare the Village's new Comprehensive Plan and to lead the public participation process. In November of 2006, the Village Board retained Planit Main Street, Inc. to work with the Committee in the development of its new Comprehensive Plan.
The Process:
The first public workshop, that included a Community Character Survey™ conducted by Planit Main Street, Inc., was held in March of 2007. A second public workshop, that included an overview of recommended policies, was held at the new Senior Center on October 22, 2007. The Montgomery Comprehensive Plan Committee has been meeting monthly at Village Hall to discuss issues and to complete the first draft of the Comprehensive Plan. The first Draft Comprehensive Plan was completed on March 10, 2008. A public hearing to discuss the Committee's draft Comprehensive Plan was held on March 31, 2008 at the Senior Center at 7:00 PM. The Committee's Publi Hearing was left open until April 30th, 2008 to allow for further pubic input. Following the second public hearing, the final Plan will be completed along with the State Environmental Quality Review Act (SEQRA) environmental review documents. The Comprehensive Plan will then be sent to the Montgomery Village Board for their consideration and adoption. Any recommended zoning text and map amendments will follow thereafter.
How Do I Get Involved?
The Comprehensive Plan Committee is meeting monthly at Village Hall to work on the creation of the Comprehensive Plan. These meetings are open to the public. You can also contribute to the effort by attending public workshops that will be held periodically by the Committee to gather input from the public. Public participation is a vital component of a successful Comprehensive Plan and your input is welcome.
What Is A Comprehensive Plan?
Expression of a community's goals for the future and recommendations for achieving those goals.
Outline for orderly growth, providing continued guidance for decision-making.
Document which focuses on immediate and long-range protection, enhancement, growth and development.
The new Comprehensive Plan can be used to answer a variety of questions about the Village of Montgomery. These include:
- What should the Village look like in the future?
- Where business and industrial land uses should be permitted?
- What can we do to expand our parks & open space?
- What programs can be put in place to encourage historic preservation?
- How can we protect our natural resources?
- Does our zoning and related regulations need to be revised?
Why Is A New Comprehensive Plan Needed?
- All land use regulations (i.e. zoning, design guidelines, subdivision regulations) must be in accordance with a Comprehensive Plan.
What Is The Relationship Between The Comprehensive Plan And Zoning?
- The Comprehensive Plan establishes the objectives that the community wants to achieve.
- The Zoning Law sets forth the regulations designed to achieve the objectives of the Plan.
